Abstract
The project aimed to strengthen the health system in Cambodia, with a particular emphasis on maternal and child health, family planning, and tuberculosis control. The Quality Health Services (QHS) mechanism was established to improve the quality of care in health facilities, with a focus on maternal and child health, family planning, and tuberculosis control. QHS implemented a range of interventions, including training for health workers, quality improvement initiatives, and the provision of essential medicines and equipment. As a result, there were significant improvements in severe acute malnutrition screening and treatment, as well as an increase in the number of women receiving uterotonics in the third stage of labor. The Empowering Communities for Health (ECH) mechanism focused on strengthening community health systems, with a particular emphasis on village health support groups (VHSGs). ECH implemented a range of interventions, including training for VHSG members, the provision of essential medicines and equipment, and the establishment of community-based health insurance schemes. As a result, there were significant improvements in maternal and child health, including an increase in the number of postpartum/newborn pairs visited by VHSGs within one week after birth. The Social Health Protection (SHP) mechanism aimed to improve access to health services for the poor and vulnerable populations in Cambodia. SHP implemented a range of interventions, including the provision of health insurance schemes, the establishment of community-based health financing mechanisms, and the provision of essential medicines and equipment. As a result, there were significant improvements in health center utilization rates among the poor, as well as an increase in the number of public health facilities covered by a social health protection mechanism. The midterm evaluation of the USAID Health Project and Implementation Activities in Cambodia found that the project had made significant progress in achieving its objectives. The evaluation highlighted the importance of multi-mechanism evaluations, which can provide a more comprehensive understanding of the impact of development projects. The evaluation also identified several challenges and limitations, including the need for further training and capacity building for health workers, the need for improved data collection and analysis, and the need for increased community engagement and participation. The evaluation found that the QHS mechanism had made significant progress in improving the quality of care in health facilities, with improvements in severe acute malnutrition screening and treatment, as well as an increase in the number of women receiving uterotonics in the third stage of labor.
