Abstract
The program has two primary objectives: to increase the use of performance data and evaluation findings, and to establish a formal collaborating, learning, and adapting (CLA) framework. To achieve these objectives, MEASURE II works through two components and a cross-cutting component. Component 1 provides technical assistance to the Mission and Implementing Partner staff for the Mission's Performance Management Plan (PMP), Project Monitoring, Evaluation, and Learning (MEL) Plans, and Activity MEL Plans. This includes providing consultations and assistance to USAID/BiH and IPs related to Mission and Project MEL and in strategic planning/programming. Under Component 1, MEASURE II will continue to provide ad hoc demand-driven assistance to the Mission, including revising and updating the current four USAID/BiH's Project LogFrames and associated indicators within the current CDCS, as needed. MEASURE II staff will collect comprehensive data on all Project indicators, including indicator baselines, actuals, targets, data sources, and other information, for the Mission's Project Portfolio Reviews (PPRs) and reporting to USAID/Washington. MEASURE II will also assist the Mission in preparing the new CDCS and the associated measurement tools, depending on the timeline. This may include assistance in preparing new CDCS Mission Performance Management Plan (PMP). For many Project indicators, MEASURE II collects information from secondary data sources, while for indicators relying on Activity data, MEASURE II collects data from IPs through BiHPERFORM and/or direct liaison with the Activities to get the data in an appropriate/standardized format. The collected data will be used to calculate baselines, actuals, and targets based on data collected from each relevant Activity for the Project-level indicators to which multiple Activities contribute. MEASURE II will also prepare and regularly update the comprehensive performance indicator reference sheet (PIRS) documentation for Project-level indicators. This includes preparing PIRS documentation for Project-level indicators for which MEASURE II is responsible, drafting the PIRS documentation for new Project-level indicators to which multiple Activities contribute, updating PIRS documentation for Project-level indicators with data quality assessment (DQA) findings, and reviewing and proposing changes to the PIRS for Project-level indicators to which only one Activity contributes. MEASURE II will also assist the Mission in reviewing and analyzing any updates of Standard Foreign Assistance Indicators (SFAI) for possible indicators that may be relevant to USAID/BiH and subsequently update Project Tracking Tables (TTs) and/or Activity LogFrames to reflect changes or additions to the SFAI indicators. Furthermore, SFAI indicators will be continuously reviewed for new USAID/BiH Activities to be assigned to whenever possible and feasible. In addition, MEASURE II will provide the Mission with assistance in strategic planning and programming of future interventions. This task includes preparation of ad-hoc required data analysis that is sourced from surveys collected by MEASURE II, desk review research, and literature reviews as per USAID/BiH's request. The program will be led by IMPAQ International, LLC, with Dr. Amy Kracker Selzer serving as the Project Director. The IMPAQ Chief of Party (COP) will lead the MEASURE II Activity and serve as the primary liaison with USAID's contracting officer (CO) and contracting officer's representative (COR). The COP is responsible for the allocation of staff and consultant resources, efficient and effective Activity implementation, quality control of all deliverables, and close and regular communication with USAID/BiH and MEASURE II Activity stakeholders. The MEASURE II Activity will be implemented from October 1, 2019, to September 30, 2020, with a focus on providing technical assistance to the Mission and Implementing Partner staff for the Mission's Performance Management Plan (PMP), Project Monitoring, Evaluation, and Learning (MEL) Plans, and Activity MEL Plans. The program will work closely with USAID/BiH and its Implementing Partners to enhance their capacity to conduct high-quality performance management and to establish a formal collaborating, learning, and adapting (CLA) framework.
