Abstract
The program focuses on the rehabilitation or construction of roads, water, wastewater, and buildings construction projects. The LCP is designed to support U.S. Government efforts with the peace process. The Ramallah-Rafat (Southern Entrance) Road Task Order is one of the projects under the LCP. The project objective is to improve road infrastructure by rehabilitating and improving sections of a main urban/rural road at the southern entrance to the City of Ramallah. The project serves sixteen local communities beyond Rafat village in addition to all diplomatic cars passing through Al Jeb Checkpoint located near Rafat village. The original statement of work included the reconstruction of 1.7 km of the Ramallah-Rafat southern entrance, including drainage system upgrades, retaining structures, and required roadway accessories. However, the actual statement of work as per the final acceptance certificate includes the construction of a total of 1,549.86 LM of Main Road, as well as the installation of water pipelines, storm water drainage lines, guardrails, and sidewalks. The project key personnel include Wael Al Ashy as the Task Order Manager, Suheir Suleibi as the Quality Control Manager, and Mohammad Halayqa as the Safety and Environmental Compliance Officer. The project engineer and surveyor are also listed as part of the project team. As of July 04, 2016, the contract elapsed time is 100%, and the planned percentage of completion is also 100%. However, the actual percentage of completion is 2.39%. The float (days) is 0, indicating that the project is on schedule. The safety plan and measures implemented by Saqqa and Khoudary Company aim to achieve the goal of "Zero Losses" by incorporating safety into each job and ensuring that all staff comply with safety requirements. The company has a qualified Safety and Environmental Officer who is responsible for making regular job site safety inspections and providing on-going safety training to staff.
