Abstract
The project involves the installation of a new 11.5 kilometer, 750mm diameter main transmission pipeline from the Deir Sha'ar booster station to the existing 25,000m3 reservoir in Halhul. Additionally, 13 kilometers of network connections ranging from 300mm to 75mm, except 250mm diameter for the cities of Beit Ummar and Halhul, are to be installed. Approximately 10 kilometers of existing road along the pipeline alignment are to be upgraded, including excavation works, backfilling excavated areas, embankment backfilling, pavement layer construction, and other works as required by the contract documents. As of September 30, 2014, the project has achieved an actual percentage of completion of 26.8%, which is lower than the planned percentage of completion of 45.4%. The total float is -31 days, indicating that the project is behind schedule. The project location includes Beit Ummar, Al-Arrub Camp, and Halhul in Hebron District (Areas A, B, and C). The contract value is $16,512,214, with a modified total value of $15,822,399 after the first variation order. Safety measures were implemented during the reporting period, including the issuance of one Notice of Unsafe Condition (NUC) and the conduct of one safety toolbox talk. The NUC was related to construction equipment without licenses and insurances, inadequate barriers to separate the construction zone, poor housekeeping, and full PPEs not being worn. Corrective measures were taken, including checking equipment for valid licenses and insurance, providing barriers, and conducting general housekeeping. Environmental mitigation plan measures, including public and labor safety measures, were implemented during the reporting period. The environmental mitigation plan addressing responsive actions to special conditions was submitted to the CMC and approved on February 2, 2014. APCO worked on July and August environmental checklist (ECL) recommendations and submitted an inspection request to close the July checklist, but it was returned as revise and resubmit. Traffic control plans for various road segments and water distribution networks were submitted and approved by the relevant authorities. Traffic control plans for road segments located in Area A and B were stamped and approved by the Traffic Higher Council at the Palestinian Ministry of Transport and local councils. Traffic control plans for Halhul water distribution network - Zaboud water pipeline and Al Arrub internal networks were submitted and approved, while traffic control plans for Al Nabi Younes Intersection and road and water works from St. 6+800 to St. 7+500 were prepared and submitted for CMC's approval. The project has made progress in various areas, including the installation of pipes, backfilling, and holiday testing. However, the project is behind schedule, and corrective measures are needed to ensure timely completion.
