Abstract
The project aims to improve water supply and distribution to the communities of Beit Ummar, Al-Arrub Camp, and Halhul in Hebron District. The project scope includes the installation of a 12-kilometer main transmission pipeline, 13 kilometers of network connections, and the upgrading of approximately 10 kilometers of existing road along the pipeline alignment. The project is being implemented by APCO/ArCon Construction and Services, with Black and Veatch serving as the Engineer/CMC. The project is funded by the United States Agency for International Development (USAID) under Contract No. 294-I-00-12-00005 and Task Order No. AID-294-TO-13-00016. The project's contractual period of performance is 550 calendar days, with a modified period of performance of 580 calendar days due to variations. During the reporting period from March 1 to March 31, 2015, no accidents were reported, and zero Notices of Unsafe Condition (NUCs) were issued. Environmental mitigation plan measures, including public and labor safety measures, were implemented during this reporting period. The Environmental Compliance Letter (ECL) for February 2015 was received on March 4, 2015, indicating site-specific concerns related to general and regular housekeeping, dumping in unapproved sites, material storage along Al-Hawawer road, and land restoration for several used sites. Traffic control plans for various road segments and water distribution networks were submitted and approved during the reporting period. APCO/ArCon is working on preparing and approving traffic plans for remaining road segments located in Area C and receiving the required approvals from the Traffic Department at ICA. Coordination meetings, calls, and emails were conducted with Hebron and Bethlehem DCL regarding the pipeline stretch in Area C, and verbal approval was received to start pipeline installation works in Area C near Gush Ezyon. The project's progress is being monitored, and the actual percentage of completion is 59.5%. The planned percentage of completion is 98.0% (B.L. 01) and 63.4% (B.L. 02). The total float is -15 days. The project's estimated completion date is June 8, 2015.
