Abstract
The project is part of the USAID's efforts to rehabilitate and construct infrastructure in the region, with the objective of improving access to basic infrastructure and services for the Palestinian economy. The TWCP focuses on rehabilitating and upgrading the existing wastewater collection system, including the Irtah Pump Station (IPS), which was designed to transport Tulkarem's wastewater to oxidation ponds prior to treatment. The project also involves the construction of new infrastructure, including new sewer lines, manholes, and manholes covers, to improve the collection and transportation of wastewater. The project is being implemented by The Morganti Group, Inc. (TMGI) under a Task Order (TO) No. 72029422F00002, with a contract value of AID-294-I-17-00003. The project timeline spans from 2017 to 2024, with a total duration of 7 years. The TWCP has made significant progress since its inception. The project has achieved a number of key milestones, including the completion of the design and planning phase, the award of contracts for the construction of new infrastructure, and the commencement of construction activities. The project has also established a number of key partnerships, including with the Palestinian Water Authority (PWA) and the Tulkarem Municipality. The project has also implemented a number of environmental and social mitigation measures, including the development of an Environmental Mitigation and Monitoring Plan (EMMP) and a Gender Action Plan (GAP). The EMMP aims to minimize the environmental impacts of the project, while the GAP aims to ensure that the project benefits are equitably distributed among all stakeholders, including women and marginalized communities. The project has also established a number of key performance indicators (KPIs) to measure its progress and impact. These KPIs include the completion of construction activities, the improvement in wastewater collection and treatment rates, and the increase in access to sanitation services for the population of Tulkarem. Overall, the TWCP is a critical project that aims to address the pressing issue of untreated wastewater in the city of Tulkarem. The project has made significant progress since its inception and has established a number of key partnerships and mitigation measures to ensure its success. The project has also faced a number of challenges, including delays in the award of contracts and the commencement of construction activities. However, the project team has worked closely with stakeholders to address these challenges and ensure the project's progress. The project has also implemented a number of quality control and assurance measures, including the development of a Quality Control and Assurance Plan (QCP). The QCP aims to ensure that the project's construction activities meet the required standards and specifications. The project has also established a number of key communication channels, including regular meetings with stakeholders, including the USAID Contracting Officer (CO) and the Palestinian Water Authority (PWA). The project team has also established a number of key reporting requirements, including the submission of monthly progress reports to the USAID CO.
