Abstract
Government efforts with the peace process by improving Palestinian access to basic infrastructure and services throughout the West Bank, and if conditions and funding permit, in Gaza. The program focuses on the rehabilitation and construction of roads, schools, water, and wastewater projects. The objective of this Task Order is to construct a well flow monitoring system for 47 existing potable water wells, booster stations, and reservoirs located at sites throughout the West Bank. The well flow monitoring system is designed to transmit data via radio-based Supervisory Control And Data Acquisition (SCADA) system to a central control room to be located in the West Bank's Water Department (WBWD) operations headquarters in Ramallah. The purpose of the monitoring system is to reliably and accurately record the volume of water pumped from the underlying aquifers and into the West Bank water system. This information will improve the ability of the PWA/WBWD to manage this important resource. The well flow monitoring system has been designed and specified utilizing industry standard SCADA components with communication to be over a radio network. This will provide not only the collection of data but also the ability to remotely monitor and control the system. Out of the 47 sites, four sites have full monitoring from the WBWD central control room through the SCADA system. Implementation of the well flow monitoring system is ongoing, with a focus on installing the necessary equipment and configuring the SCADA system. The system is expected to provide accurate and reliable data on water flow, enabling the PWA/WBWD to make informed decisions about water management and distribution. The system's design and implementation are in line with industry standards and best practices. The project is nearing completion, with the last day of the project being May 20, 2015. The final stages of implementation are focused on completing the installation of equipment and testing the SCADA system. Once completed, the well flow monitoring system will provide a critical tool for the PWA/WBWD to manage the West Bank's water resources effectively.
