Abstract
The contract, numbered 7200AA19F00025, supported the U.S. Agency for International Development's (USAID) efforts to institutionalize the structural and non-structural aspects of the Agency's Transformation reforms. The Transformation Change Management Support Team (TCMST) provided Change Management (CM) support to Bureaus with buy-ins as they transitioned through various stages of transformation. The TCMST collaborated with the RMU, which oversaw the Agency's Restructure, to provide overall guidance, coordination, and support to Bureaus, USAID's Office of Human Capital and Talent Management (HCTM), Bureau for Management (M Bureau), the Office of the General Counsel (GC), and other corporate entities. The TCMST worked with the RMU from October 2019 to June 2020 to provide CM support and resources to assist Bureaus undergoing the Agency-wide Transformation. Key deliverables and services provided to the RMU included a Menu of Services, an Agency-wide CM Plan, and CM Training. The Menu of Services outlined the TCMST's various services, which were divided into two categories: direct CM interventions and CM planning interventions. The Agency-wide CM Plan was designed to outline a feasible and actionable approach to plan and implement CM activities. The CM Plan provided a menu of CM strategies with specific tools and recommendations, based on the Prosci ADKAR methodology, which was adopted by USAID as the strategic framework for its change management efforts. The TCMST conducted focus group discussions and interviews with the Bureaus to inform the development of the CM Plan. The TCMST also provided CM support to individual Bureaus through buy-ins, including the M Bureau, Bureau for Policy, Resources, and Performance (PRP), and Bureau for Development, Democracy, and Innovation (DDI). The TCMST maintained monthly check-in meetings with the MEO TO Contracting Officer Representative to ensure smooth project operations. The TCMST demonstrated agility and alignment with the RMU and Bureaus with buy-ins, ensuring open communication at all times. The team was responsive to the RMU and Bureaus, managing multiple ongoing CM interventions and demand for services, taking into consideration that each Bureau was at a different stage of the Transformation and undergoing its own processes to become operational. The TCMST built relationships with Bureau and Operating Unit (OU) leaders that allowed for a collaborative and adaptive approach throughout the period of the task order. The team innovated processes that engaged staff in the transformation process and built accountability of leadership towards the staff. The TCMST's support to the RMU and Bureaus with buy-ins resulted in key deliverables and services, including the Menu of Services, Agency-wide CM Plan, and CM Training. The team's efforts helped to ensure a common approach and language around CM, and provided a menu of CM strategies with specific tools and recommendations.
