Abstract
This one-year award with an optional second year includes providing tailored support to the RMU and services to the Bureau Planning Teams (BPTs) to develop and implement Agency, Bureau, and team-specific change management plans, and identify risks and success factors to implementation. The TCMST is collaborating with the USAID RMU, which oversees the Agency's restructuring, providing overall guidance, coordination, and support to BPTs, USAID's Office of Human Capital and Talent Management (HCTM), Bureau for Management (M Bureau), the Office of the General Counsel (GC), and other corporate entities. The RMU includes a Senior Change Management (CM) Advisor who provides technical assistance, research, analysis, and strategic planning support to the Agency's restructuring process, including creating, developing, and implementing a change management and messaging framework to support the culture and morale of the Agency during this time of change. Each Bureau has a BPT that manages the Bureau Design Process. BPTs are led by senior members of the Agency with the support of a Planning Manager. The BPT is responsible for key decision-making throughout the planning process that ends when the Stand-Up packages are finalized and approved by the Administrator. The first Bureaus slated to receive services from the RMU CM TO are the Bureau for Development, Democracy, and Innovation (DDI) and the Bureau for Policy, Resources, and Performance (PRP). This activity will support Bureaus with changes as required and co-identified by the RMU and the TCMST. The TCMST held a Kick-Off call with the Activity Contracting Officer Representative (COR) on October 17, 2019, to launch this activity. USAID and the team reviewed project objectives and expectations; discussed the status of Key Personnel replacement recruitment and discussed the ability of staff to be seated at USAID, as well as to receive badges similarly to Resonance's previously implemented Transformation Task Team (T3) Activity. The USAID COR indicated that facility access and email would be ideal for the team, as well as the ability to be allowed in the building without needing an escort. Resonance learned that two key personnel would need to be replaced for reasons beyond its control. Utilizing their respective home office recruitment capacities, Resonance and Social Impact (SI) were able to quickly identify two highly qualified replacement candidates. Resonance's sub-contractor SI identified Dr. Leona Ba as the proposed replacement candidate for the Senior Change Management Specialist position. Dr. Ba is a CM expert with demonstrated experience designing and implementing organizational development (OD) interventions and programs, including conducting organizational assessments, training, leadership development, and coaching, systems strengthening, strategic planning, and team building, including with USAID. Resonance identified Ms. Tea Ward as the proposed replacement candidate for the Change Management Lead position. Ms. Ward is a Certified Change Management Professional (CCMP) with demonstrated experience in areas relevant to the successful implementation of the proposed activity, including restructuring and change management, monitoring and evaluation, systems design and implementation, and knowledge management. Resonance submitted a request for consent to contract the replacement candidate to the Contracting Officer (CO) on October 15, 2019. Consent was provided on October 30, 2019, and Dr. Ba was onboarded on November 4, 2019.
