USAID's Pro-Integridad project provided key support for the development of the New Strategic Plan for Criminal Procedure Reform in Peru.

Abstract
The plan was an important input for the Strategic Plan for the Implementation and Consolidation of the Peruvian Criminal Procedure Reform, approved by the Special Commission for Implementation, led by the Minister of Justice and Human Rights, Dr. Daniel Figallo Rivadeneyra. The plan was enacted through Supreme Decree: N° 003-2014-JUS and published on 31-03-2014. The Pro-Integridad project started conferencing with the Technical Secretariat of the Special Commission for the Implementation of the Criminal Procedure Code, ST-CEICPP, in 2013 to identify actions that would strengthen the implementation of the Criminal Procedure Code – CPC. Several meetings were held with the Technical Secretary, Dr. Carlos Zoe Vásquez, and his team, during which Pro-Integridad agreed to provide support for the implementation of the CPC objectives. This marked a major milestone in the implementation of Peru's new Criminal Procedure Code. A Strengths, Weaknesses, Opportunities, and Threats – SWOT – study was conducted by the technical team of Pro-Integridad in November 2013 with Institutional Technical Teams. The SWOT analysis highlighted four important aspects: the need to update the legal framework that regulates the functions, powers, and interrelationships of the units responsible for the CPC; the need to establish planning, training, dissemination, and monitoring processes; the need for all institutions to have monitoring indicators; and the need for institutions to have standards for the development of content areas important for the reform. Following the SWOT analysis, the technical team of Pro-Integridad proposed three strategic objectives: to prepare and ensure proper implementation of the CPC in all judicial districts; to strengthen implementation of the CPC to include cases of corruption and organized crime; and to ensure the sustainability of the implementation of the CPC. The proposed strategic plan was presented to the Technical Secretary, Carlos Zoe Vásquez, in January 2014. Mr. Vásquez remarked that Pro-Integridad's work had been instrumental in building the Strategic Plan developed by the Technical Secretariat and the Technical Teams, as well as for the new regulations of the Special Commission. Pro-Integridad will continue to provide ongoing support to the ST-CEICPP to strengthen its functions to coordinate and monitor the implementation of the CPC and the proposed sustainability plan that will provide actions to ensure the implementation of the current strategic plan.
