Abstract
The program aims to increase access to electricity in Nigeria through a range of interventions in the power sector. The program is implemented by Deloitte Consulting LLP under Task Order No. 01 of the Power Africa Indefinite Delivery, Indefinite Quantity (IDIQ) Contract No. 720-674-18-D-00003. The program's objectives are aligned with the Nigerian government's Power Sector Recovery Program (PSRP), which aims to address the country's power sector challenges and increase access to electricity. The program focuses on six key areas: energy resources, on-grid generation, off-grid, transmission, distribution, and enabling environment. Significant developments and achievements were recorded during the first year of the program, from April 2, 2018, to September 30, 2019. The program's major accomplishments include the development of a comprehensive program strategy, the establishment of a program management office, and the initiation of key technical activities. The program's energy resources component focused on gas supply, with the development of a gas supply agreement (GSA) and the initiation of gas supply negotiations with key stakeholders. The on-grid generation component involved the development of a comprehensive on-grid generation strategy, including the identification of potential on-grid generation projects and the initiation of project development activities. The off-grid component focused on the development of mini-grid and off-grid energy solutions, including the initiation of mini-grid acceleration schemes and the development of a comprehensive off-grid energy strategy. The transmission component involved the development of a comprehensive transmission strategy, including the identification of potential transmission projects and the initiation of project development activities. The distribution component focused on the development of a comprehensive distribution strategy, including the identification of potential distribution projects and the initiation of project development activities. The enabling environment component involved the development of a comprehensive enabling environment strategy, including the initiation of policy and regulatory reforms to support the program's objectives. The program's results management component focused on the development of a comprehensive results management framework, including the establishment of key performance indicators (KPIs) and the initiation of monitoring and evaluation activities. The program's finance and operations component involved the management of program finances and the provision of administrative support to the program management office. Overall, the PA-NPSP Annual Report for Year 1 of the program highlights significant developments and achievements in the first year of the program, including the development of a comprehensive program strategy, the establishment of a program management office, and the initiation of key technical activities.
