Abstract
The program seeks to enable 10,000 megawatts (MW) of newly available electricity generation capacity and 3 million new connections, increasing reliable and affordable electricity access to millions of people. Nigeria is the largest economy in Africa, yet over 100 million Nigerians lack access to electricity, with frequent and severe power outages. NPSP's Monitoring, Evaluation, and Learning (ME&L) Plan outlines the approach to monitoring and evaluation, proposed performance indicators, and implementation of learning methods to direct technical focus throughout the program's duration. The plan focuses on increasing electricity supply and access by delivering 10,000 MWs of newly available power generation capacity and 3 million new connections. The program's theory of change and logical model emphasize the importance of enabling environments, transmission and distribution infrastructure, and electricity generation capacity to achieve the desired results. NPSP's critical assumptions highlight the need for a robust monitoring and evaluation system to track progress and identify areas for improvement. The ME&L Plan proposes performance indicators to measure progress towards NPSP's goals, including indicators for electricity access, generation capacity, and program implementation. The plan also outlines the importance of data quality assurance and data quality assurance (DQA) to ensure the accuracy and reliability of performance data. NPSP's performance indicators are categorized into three main categories: outcome indicators, output indicators, and output indicators. Outcome indicators measure the program's impact on electricity access and supply, while output indicators track the program's implementation and progress towards achieving the desired outcomes. The plan also highlights the importance of learning and adapting throughout the program's duration to ensure that NPSP remains responsive to changing circumstances and priorities. The ME&L Plan emphasizes the need for collaboration, coordination, and communication among stakeholders to ensure the successful implementation of NPSP. The plan outlines the roles and responsibilities of various stakeholders, including the program management team, implementing partners, and government agencies. Overall, the ME&L Plan provides a comprehensive framework for monitoring, evaluating, and learning throughout the NPSP program. The plan's focus on enabling environments, transmission and distribution infrastructure, and electricity generation capacity, as well as its emphasis on data quality assurance and data quality assurance, will help ensure that NPSP achieves its desired results and makes a lasting impact on Nigeria's power sector.
