Abstract
Launched in April 2018, the program is a key component of Power Africa's efforts to increase electricity availability, access, and reliability throughout Nigeria. The program employs a flexible approach to develop, deploy, evaluate, and sustain a variety of interventions and activities responding to Nigeria's critical needs and the broader economic, political, and social developments of the power sector. The NPSP focuses on several thematic technical areas, including generation, gas supply, transmission, and distribution. In the generation area, the program aims to increase private sector investment, which is critical for expanding Nigeria's power generation capacity. The program also seeks to improve gas supply to meet national demand for the power sector, as gas production in Nigeria is not yet sufficient to meet domestic demand. In the transmission area, the program aims to increase grid stability, improve planning capacity, and overall service expansion. This includes the planned expansion of grid capacity from its present 7,000 MW to 20,000 MW by 2020, which will require an estimated US$8 billion in investment. The program also seeks to improve the enabling environment for the power sector, including strengthening the regulatory framework and promoting private sector investment. The NPSP is being implemented by Deloitte Consulting LLP under Task Order No. 01: The Nigeria Power Sector Reform Program, which is part of the Power Africa Indefinite Delivery, Indefinite Quantity (IDIQ) Contract No. 720-674-18-D-00003. The program is being supported by the United States Agency for International Development (USAID) and other US government agencies. Key highlights of the program include the development of a comprehensive work plan, the establishment of a project management unit, and the initiation of several technical activities. The program has also established a number of partnerships with key stakeholders, including the Nigerian government, private sector companies, and international organizations.
