2011 · 11 pages

Abstract
The document outlines the principles and policies for achieving transparency and good governance in the administration of municipalities and departments. The Pacto is based on the principles of the MECI (Mechanismo de Evaluación y Control Interno) and the Systems of Quality Management and Administrative Development. The document establishes three main policies: Política de Transparencia, Política de Participación, and Política de Mejoramiento Continuo. The Política de Transparencia aims to make information a public good and a tool for social pedagogy and continuous improvement. The Alcalde/Gobernador and their team commit to diffusing and publishing information about the municipality's situation, goals, and achievements through various means. They also commit to generating institutional capacity through a culture of measuring the fulfillment of goals and results in real-time. The Política de Participación aims to promote effective citizen participation and control. The Alcalde/Gobernador and their team commit to promoting the exercise of control, expanding and strengthening existing spaces and mechanisms, and generating new scenarios for deepening democracy. They also commit to dignifying the exercise of participation and guaranteeing citizens' access to all information generated by the administration. The Política de Mejoramiento Continuo aims to define and standardize processes for improving the provision of services and the supply of goods for the fulfillment of their social purpose. The Alcalde/Gobernador and their team commit to implementing systems of follow-up and evaluation that lead to a process of adjustment and permanent improvement to satisfy the needs of the population. The document also establishes a Policy of Buen Gobierno, which aims to promote the development of human talent in the administration. The Alcalde/Gobernador and their team commit to establishing policies for the development of human talent, respecting the dignity of public servants, and prioritizing knowledge and talent in the selection of personnel. They also commit to respecting the due process in disciplinary processes and establishing the concertation as a mechanism for solving controversies between the administration and its servants. The document concludes by emphasizing the importance of collaboration with the exercise of the control fiscal and disciplinary function that corresponds to the competent organs, through the fulfillment of their obligations of reporting clear, reliable, verifiable, and timely information, and the elaboration and execution of improvement plans that arise from the control they exercise.
