The Performance and Acceptance test for the EETPL LNG Terminal was scheduled to commence on March 27th, 2015 at 0700 hours.

Abstract
Granada consultants and SSGC representatives were present to witness the test. The test was based on the Acceptance Test Protocol agreed between SSGC and EETPL, which included several key tests. The RLNG send out capacity test was completed successfully, as were the reliability, retainage/fuel consumption, and storage capacity of FSRU tests. However, the unloading rate of LNG from the delivery vessel to FSRU was awaiting the arrival of the LNG delivery vessel. The records of the tests are attached. The actual gas send-out could not be started before 20:00 hours on March 27th after the ship/shore agreement, successful completion of the pre-commissioning test, and in line with the SSGC nomination for commissioning. During the commissioning, the FSRU had three ESDS activations before the system settled down for normal operation. This was not unusual for an FSRU that had just completed major refurbishing prior to commencing cargo operations. A steady discharge rate was established by the late evening of March 27th. The log of events indicates that the FSRU arrived late on March 26th, and vessel readiness and a copy of the Bill of Lading were required to start discharge of the cargo on March 27th. The gas send-out to shore was commenced at 20:00 hours to test the HP LNG Pumps performance by EETPL. On March 28th, arrangements were made to board the FSRU at the terminal, but discharge of cargo could not be resumed until 14:05 hours due to problems with Fibre Optic Cabling in the ESD System. Confirmation was received that ENGRO/FSRU were ready for the commissioning tests at 16:30 hours, and a brief familiarization tour was given to the SSGC staff on the ships calibration equipment. The attached reports of the completed tests were produced by the record of steady discharge and in line with the varying nominations requested by the SSGC during the specified period of RLNG discharge. These reports were accepted by EETPL, SSGC, and the Master of the FSRU and witnessed by Granada Consultant. It was noted that SSGC staff needs to understand the nomination procedure in order to improve the available efficiency of operations. Granada Consultants are available to provide the necessary training course to facilitate understanding of this process for the SSGC staff. A communication protocol should be agreed between SSGC, ENGRO, and FSRU to avoid any confusions or resulting mishaps. It was also noted that intermediate nominations for RLNG discharge during the tests were passed on verbally between the SSGC and EETPL representatives, and a proper procedure is to be established between SSGC, EETPL, and the Master of FSRU for nominations of RLNG discharge, which should always be done in writing and recorded at all times.
