Abstract
The campaign is supported by the United States Agency for International Development (USAID) and is implemented by Sayara Media & Communication. The project's objective is to increase awareness and support for DABS and its energy projects, with a focus on the Power Transmission, Expansion, and Connectivity (PTEC) project. The campaign will be implemented through various activities, including the production and distribution of traditional mass media products, such as TV public service announcements (PSAs), radio PSAs, printed materials, and face-to-face outreach activities, such as village roadshows, events in schools and universities, stakeholder meetings, and SMS crowdsourcing campaigns. The campaign will also include a pre-campaign poll to establish baselines and targets for the project's indicators, as well as a post-campaign poll to evaluate the impact of the campaign and set new targets for the second year. The project's results framework is composed of a project goal and two Intermediate Results (IRs). The project goal is to increase awareness of DABS and its projects, while the IRs include increasing the target population's knowledge of PTEC and other DABS energy projects and improving two-way communication channels between DABS and the Afghan public. The campaign will be implemented through two tracks: the Informational Track, which will disseminate information products about PTEC and DABS energy projects, and the Motivational Track, which will disseminate messages to encourage the public to partner with DABS in the implementation of its energy projects. The project will measure data at two levels: outcomes and outputs. Outcome indicators will measure the desired outcome of the project, such as increasing knowledge and awareness of PTEC and other DABS energy projects, while output indicators will measure the number of Afghans potentially exposed to the campaign activities and who may have gained knowledge of DABS PTEC project and other DABS energy projects. The data for the output level indicators will be collected through project progress reports, while the outcome level indicators will be tracked by data collected via pre and post-campaign polls conducted by Sayara. The campaign will also include a set of performance indicators, baselines, and targets that will measure the campaign's impact at various levels. The indicators will be disaggregated by gender, and the data will be collected through various tools, including project progress reports and pre and post-campaign polls. The campaign's results will be used to evaluate the project's impact and to inform future project activities. The DABS PAC project contributes to USAID/Afghanistan's Development Objective 3: Performance and Legitimacy of GIRoA Improved, IR 3.2: Governance at the National and Subnational Level Strengthened, and Sub-IR 3.2.3: Transparency and Accountability Mechanisms Strengthened. The project's results will be used to improve governance and transparency in Afghanistan, and to increase awareness and support for DABS and its energy projects. The campaign will be implemented over a period of two years, with the first year focusing on increasing awareness and support for DABS and its energy projects, and the second year focusing on evaluating the impact of the campaign and setting new targets for the second year. The project's results will be used to inform future project activities and to improve governance and transparency in Afghanistan.
