Abstract
The campaign will be conducted on behalf of DABS, a parastatal Afghan government power utility. The contractor will perform the work and deliver items and other deliverables as specified in Section C.4 of the contract. The contract is a Firm Fixed Price, Commercial Items type contract, with a total not-to-exceed price of $1,756,905.00. The contractor will receive monthly payments based on the CLIN unit price and corresponding number of deliverables accepted by USAID per month. Payments will be made in United States Dollars. The period of performance for this contract shall be from February 1, 2014, to January 31, 2015, with an option to extend for one additional year. The Government's obligation to exercise the option year is contingent upon the availability of appropriated funds for the option year. Da Afghanistan Breshna Sherkat (DABS) is a limited liability company established under the Corporations and Limited Liabilities Law of the Islamic Republic of Afghanistan. The company was incorporated on May 4, 2008, and replaced Da Afghanistan Breshna Moassess (DABM) as the national power utility. DABS operates and manages power generation, import, and distribution throughout Afghanistan on a commercial basis. In 2012, only 36 percent of Afghanistan's 35 million people had access to power. The goal of DABS is to expand the electrical grid in Afghanistan. The contractor will conduct a public awareness campaign to increase Afghans' awareness and understanding of energy development programs. The contractor will perform the work and deliver items and other deliverables as specified in Section C.4 of the contract.
