Abstract
The training plan was submitted to USAID/West Bank and Gaza by AECOM International Development, a consulting firm, under contract number AID-OAA-I-13-00012, task order AID-294-TO-16-00006. The training plan focuses on developing the skills and knowledge of system operators and operations support personnel to ensure reliable and efficient operation of the PETL power system. The plan is based on the North American Power System Functional Arrangement and the PETL Power System Functional Arrangement, which outline the roles and responsibilities of system operators and operations support personnel. The training plan includes a comprehensive training program for system operators, which covers topics such as system operator duties, reliability standards, and operating procedures. The program also includes training for operations support personnel, including code and procedure engineers, EMS engineers, telecommunications engineers, NCC field engineers, generation analysts, forecast analysts, and training coordinators. The training methodology used in the plan is based on the ADDIE model, which includes analysis, design, development, implementation, and evaluation phases. The plan also includes a system operator initial training program, a system operator reliability related task qualification process, and a continuing training program for system operators. The training plan is applicable to the PETL NCC and is responsible for ensuring that system operators and operations support personnel have the necessary skills and knowledge to perform their duties effectively.
