Abstract
This area is characterized by its unique geography, which transitions between the Andes, the Guyanese shield, and the Amazon rainforest. The region provides essential ecosystem services to the densely populated regions of the country, regulating regional water flows and maintaining natural resources. The Zona Futuro Chiribiquete and Parques Naturales Aledaños is part of the Zonas Futuro initiative, a strategy implemented by the Colombian government to concentrate efforts in territories with high levels of criminality, illicit economies, and violence. The region is home to four protected areas of national importance: the Parque Nacional Natural Serranía de Chiribiquete, the Parque Nacional Natural Sierra de la Macarena, the Parque Nacional Natural Tinigua, and the Reserva Nacional Natural Nukak. The Zona Futuro Chiribiquete and Parques Naturales Aledaños is divided into four strategic intervention corridors, each with different approaches and objectives. The areas 1 and 2 are focused on containment, aiming to prevent environmental degradation (Serranía del Chiribiquete - Llanos del Yarí and Serranía del Chiribiquete - Calamar). The area 3 is focused on desarticulation, seeking to dismantle criminal structures and illicit economies (Sierra de la Macarena - Sur). The area 4 is focused on recovery, aiming to recover the territory from GAO, GDO, and illicit economies (Sierra de la Macarena - Norte). The region is characterized by high levels of deforestation, with 12,417 hectares of forest lost in 2019, according to the IDEAM. The Zona Futuro Chiribiquete and Parques Naturales Aledaños also concentrates 32% of the country's coca hectares, 38% of the national park surface area, and 40% of the deforested area in the country. The Plan Estratégico de Intervención Integral (PEII) for the Zona Futuro Chiribiquete and Parques Naturales Aledaños aims to recognize the region's strategic value and orient efforts to protect it. The PEII has three components: (i) the provision of basic social services, (ii) reinforced protection measures for the population, and (iii) the strengthening of the social state of law. The first component accelerates the implementation of the Programas de Desarrollo con Enfoque Territorial (PDET), particularly in the provision of rural public goods, with the defense and protection of water, the environment, and biodiversity as a transversal component. The PEII for the Zona Futuro Chiribiquete and Parques Naturales Aledaños is a comprehensive strategy that aims to address the complex challenges facing the region, including environmental degradation, illicit economies, and violence. The plan recognizes the region's strategic importance and seeks to protect it through a coordinated and integrated effort from the state.
