Abstract
The plan was approved by Decreto N° 4.900 on February 15, 2016, and is the result of a collaborative effort between the Government of Paraguay and international organizations, including the United Nations Office on Drugs and Crime (UNODC) and the United States Agency for International Development (USAID). The plan aims to promote transparency, integrity, and accountability in the public sector, and to reduce the opportunities for corruption. To achieve this goal, the plan focuses on nine strategic themes, which are designed to strengthen the country's institutional framework and improve the functioning of public institutions. The first theme, Fortalecimiento de la SENAC (Strengthening the National Anti-Corruption Secretariat), aims to enhance the capacity of the SENAC to coordinate and implement anti-corruption policies. The second theme, Fortalecimiento de la Red de Transparencia y Anticorrupción (Strengthening the Transparency and Anti-Corruption Network), seeks to improve the coordination and cooperation among public institutions and civil society organizations to prevent corruption. The third theme, Consolidación de la implementación del Modelo Estándar de Control Interno del Paraguay (MECIP) (Consolidation of the Implementation of the Standard Model of Internal Control of Paraguay), aims to strengthen the internal control systems of public institutions and ensure that they are aligned with international standards. The fourth theme, Fortalecimiento del Sistema de Ética Pública (Strengthening the Public Ethics System), seeks to promote a culture of ethics and integrity in the public sector. The fifth theme, Robustecimiento de las políticas de Transparencia Activa y Acceso a la Información Pública (Strengthening Active Transparency and Public Information Policies), aims to improve the transparency and accountability of public institutions by providing citizens with access to information and promoting active transparency. The sixth theme, Promoción de la transparencia y prevención de la corrupción en Empresas Públicas (Promoting Transparency and Preventing Corruption in Public Enterprises), seeks to strengthen the transparency and accountability of public enterprises and prevent corruption in these institutions. The seventh theme, Transparencia y prevención de la corrupción en el marco de los contratos de participación público-privada (Transparency and Prevention of Corruption in Public-Private Partnerships), aims to promote transparency and accountability in public-private partnerships and prevent corruption in these arrangements. The eighth theme, Participación ciudadana en el control de la corrupción y la evaluación de los progresos del Plan (Citizen Participation in Corruption Control and Evaluation of the Plan's Progress), seeks to promote citizen participation in the control of corruption and the evaluation of the plan's progress. The ninth theme, Política de Recuperación de Activos de Origen Ilícito (Policy on Recovery of Illicit Assets), aims to recover assets that have been obtained through corrupt means and to prevent the laundering of these assets. The plan also establishes a timeline for the implementation of these themes and sets out the institutions responsible for each theme. Overall, the Plan Nacional de Prevención de la Corrupción del Paraguay is a comprehensive and ambitious plan that aims to promote transparency, integrity, and accountability in the public sector and to reduce the opportunities for corruption. The plan's success will depend on the effective implementation of its themes and the commitment of all stakeholders to its goals.
