The Corte Suprema de Justicia de la República del Paraguay has developed a strategic plan to optimize its judicial management, supported by an integral and systemic administrative activity.

Abstract
This plan, implemented from 2021 to 2025, aims to introduce improvements to the judicial labor. The Corte Suprema de Justicia reaffirms its commitment to its institutional mission and projects its action to achieve an independent, impartial, inclusive, efficient, and transparent judiciary. The plan is guided by the following principles: commitment, independence, integrity, transparency, quality, and efficiency. Additionally, it emphasizes accessibility, quality in service, innovation in the judicial management model with a focus on technology, transparency and accountability, and respect for human rights. The implementation of this plan aims to consolidate simplified judicial processes in all courts, working on the implementation of a consolidated institutional communication system that facilitates the management of a judiciary with a renewed image. The plan focuses on prioritizing the management of judges who administer justice, supported by talented and committed human resources, in an innovative technological system, and in an integrated and proactive administrative management. These firm purposes will guide the actions to obtain results that satisfy the needs of users of the justice service, strengthening the quality management in the institutional performance, to enhance the Corte Suprema de Justicia and fulfill its constitutional role as one of the powers of the Paraguayan State. The plan was developed through a participatory process initiated in May 2020, which included virtual workshops and meetings, allowing for analysis, reflection, learning, and collective construction. The process involved the formation of a technical team, consisting of magistrates and judges from various courts and representatives of support areas. This team conducted an analysis of the current situation of the judiciary, identifying internal aspects that require improvement and external factors that affect the quality of justice services. The evaluation of the advances of the 2016-2020 plan allowed for the consideration of achievements and pending objectives, prioritizing critical problems and major challenges. The review of the declarations of Mission, Vision, Values, and Transversal Axes, components of the strategic intention, enabled the work on the "Agenda of Change," consisting of the visualization of the current scenario of the judiciary and the definition of the expected future scenario. The objectives and strategic map were defined and validated using the methodology of the Balanced Scorecard, which includes indicators, goals, lines of action, and initiatives for the next period 2021-2025. This allowed for the production of a base document, which was shared and validated with the judicial circumscriptions. Throughout this process, numerous working sessions were held with the technical team representatives and the plenary of the Corte Suprema de Justicia, where key concepts for institutional strategic planning were developed, and agreements reached at the XX Ibero-American Judicial Summit 2020 were considered. Finally, the Corte Suprema de Justicia expressed its commitment to the implementation of the Strategic Institutional Plan for the period 2021-2025.
