Abstract
The program aimed to provide support to various activities of the other components of the program. The program's strategic objective is to provide support to the diverse activities of the other components of the program. To achieve this objective, the program team conducted meetings of the management team, programmatic and administrative and financial committees, as well as with the monitoring and evaluation specialist, who is also responsible for the communications area. These meetings allowed for the consolidation of the proposal for the Annual Operational Plan for year 1 (2014-2015), as well as the schedule, budget, and monitoring and evaluation plan. Additionally, the program team conducted meetings with cooperation agencies to socialize the program, including the International Organization for Migration (OIM), and with Tetra Tech, implementers of the USAID programs for Attention to Victims (VISP) and Restitution and Formalization of Lands. These meetings aimed to generate synergies and achieve coordination and strategic alliances with other sources of bilateral or multilateral cooperation, with state institutions that develop projects in the area, and with other USAID program implementers. The program's activities during the period from July to September 2014 are presented in the following table: - Activities Preliminaries: - Design of the Annual Operational Plan: The final proposal was submitted on September 30 for review and approval by USAID. - Plan of Monitoring and Evaluation: The final proposal was submitted on September 30 for review and approval by USAID. - Adaptation of Internal Procedures: CODHES for compliance with USAID regulations, general guidelines presented in a definitive draft. Pending adjustments to include territorial activities contained in the annual operational plan. - Formation of Work Teams: 1. Elaboration of terms of reference for the team. 2. Selection of personnel. 3. Hiring. Terms of reference for regional teams are being elaborated, and the selection process is underway. - Design of guidelines, activities, and project directives, and elaboration of materials and formats for the characterization of the focalized zones to capacitate officials of the program. This activity is 60% complete. The guidelines and activities of the program are contained in the annual operational plan and its schedule. - Elaboration of Communication Strategies: A final proposal was designed, discussed, and presented within the annual operational plan of year 1, for verification and approval by USAID. - Coordination Meetings of the Program with USAID: Meetings of the beginning of the program and induction, general and particular, were held. - Activities of Coordination: Meetings of approval (CODHES-USAID) - De acuerdo with the cooperative agreement, the request for approval of key personnel was fulfilled, as well as the sub-contract with MSD. - Meetings of articulation with other cooperants and/or state institutions were promoted by USAID through Cristina Barrera, a meeting of approach was held with OIM and with Tetra Tech, implementers of programs of Victims and Lands of USAID to socialize the program. - Two meetings were held with the Unit of Victims and the Unit of Lands, as well as with the National Historical Memory Center. The program's activities are divided into three components: - Component 1: Strengthening the organizational and operational capacity of organizations of victims and civil society. - Component 2: Support for initiatives of organizations of victims and civil society working for the rights of victims through a donation fund. - Component 3: Promotion and effective participation of victims in collective reparations processes. In relation to Component 1, advances were made in the design of a methodology to determine the administrative and financial capacity of social organizations, with the aim of establishing the level of organizational development. (Areas of observation, instruments for the collection of information, and verification). In relation to Component 2, the establishment of a donation fund (approximately US$ 2.8 million) is related to supporting the different initiatives of social organizations that contribute to the defense, promotion, and protection of the rights of victims, both individual and collective, to justice, truth, and integral reparations. This component is under the responsibility of MSD. The sub-contract with MSD began on September 4, once approved by USAID. Advances in this component are related to the design of the donation manual, in which the selection criteria for donations are established, including their contribution to the program's objectives. This document is in its final review before its presentation to USAID for discussion and approval. In relation to Component 3, tasks have been advanced related to the activities in the identification of the subjects of collective reparations present in the territories, the institutions involved in the focalized zones, and social organizations and international agencies operating in these zones involved in the process of restitution and collective reparations.
