The Cadre Development and Training (CDAT) Activity facilitated the first in-person delivery of the Atrocity Prevention (AP) course as part of the Democracy, Human Rights, and Governance (DRG) Global Gathering on November 2-3, 2023.

Abstract
The in-person AP course consists of a self-paced e-learning component and a two-day instructor-led training. The course has three learning objectives: articulating the USG's Interagency approach to atrocity prevention, defining USAID's role in atrocity prevention, response, and recovery, and utilizing USAID's atrocity prevention approaches and strategies. The course delivery took place at the DRG Global Gathering in Washington, DC, with 22 participants in attendance. Evaluation respondents reported high satisfaction with the course facilitators, with all indicating that they were satisfied or very satisfied with each of the three facilitators' knowledge of the course subject matter and effectiveness in engaging participants. Respondents also reported significant increases in their ability to perform the key skills identified in the course learning objectives between the learning needs assessment (LNA) and the end-of-course evaluation. The evaluation results showed that all respondents agreed or strongly agreed that they were satisfied with the course overall, that they feel confident about applying what they learned on the job, and that they would recommend the course to colleagues. The majority of respondents also agreed that the course learning objectives were clear. The evaluation results also highlighted areas for improvement, including the need to include a subject matter expert in all AP deliveries, customize the delivery based on the audience, conduct a pause and reflect to consider revisions to course content, and explore strategies for improving evaluation response rates. The course had a diverse group of participants, with 22 individuals from various backgrounds and sectors. The evaluation respondents were predominantly male, with 7 out of 7 respondents identifying as male for the LNA and 7 out of 14 respondents identifying as male for the end-of-course evaluation. The majority of respondents were from the Democracy, Human Rights and Governance sector, with 7 out of 7 respondents identifying as such for the LNA and 14 out of 14 respondents identifying as such for the end-of-course evaluation. The evaluation results also showed that the majority of respondents had worked at USAID for more than 3 years, with 6 out of 7 respondents identifying as such for the LNA and 10 out of 14 respondents identifying as such for the end-of-course evaluation. The majority of respondents also reported that their current role focuses on peace and conflict, with 6 out of 7 respondents identifying as such for the LNA and 10 out of 14 respondents identifying as such for the end-of-course evaluation. The evaluation results highlighted the importance of including a subject matter expert in all AP deliveries, customizing the delivery based on the audience, and exploring strategies for improving evaluation response rates. The CDAT Activity recommends these adjustments for future deliveries of AP to ensure that the course is effective in meeting the learning objectives and improving the skills of participants.
