Abstract
The meeting, "Towards a Unified Approach Amongst Power Africa Task Orders," focused on monitoring and evaluation (M&E), data management, qualification of transactions, communications, partner due diligence, environmental screening, gender issues, and collaboration, learning, and adapting (CLA). Staff from the PA Coordinator's Office (CO), USAID/Southern Africa, the Office of Energy and Infrastructure in USAID's Bureau for Economic Growth, Education, and Environment (E3/E&I), PATRP/Tetra Tech, the six PA IPs, and Management Systems International (MSI) attended the meeting. USAID/E3/E&I funded the CLA portion of the meeting as part of its PA-CLA activity implemented by MSI under the E3 Analytics and Evaluation Project. Participants identified seven main opportunities for improved CLA in the PA context: clarifying roles and responsibilities, improving coordination between IPs, enriching the PA narrative, harmonizing external communications, leveraging ongoing gender work, improving data synthesis and use, and refining approval processes. To take advantage of these opportunities, participants highlighted five broad solutions: developing standard operating procedures (SOPs), developing a PA communications strategy, providing training for both IPs and PA agreement/contracting officer's representatives (A/CORs), developing a useful knowledge management system, and augmenting staffing in the PA Coordinator's Office. Table 1 summarizes the opportunities and solutions proposed by participants. The table highlights the need for SOPs, a communications strategy, training, knowledge management, and staffing augmentation to improve CLA in the PA context. The solutions proposed by participants aim to address the challenges faced by the PA Coordinator's Office and IPs in terms of roles and responsibilities, coordination, data management, and communications. The meeting also highlighted the need for improved training of PA A/CORs by the Coordinator's Office to clarify their roles and responsibilities. Participants offered annual training as a potential solution for the lack of clarity among environmental officers regarding their own roles and responsibilities. The meeting emphasized the importance of collaboration, learning, and adapting in the PA context to achieve the program's objectives. The Power Africa Coordinator's Office and IPs have a critical role to play in implementing the solutions proposed by participants. The Coordinator's Office must develop SOPs, a communications strategy, and a knowledge management system to improve CLA in the PA context. IPs must also develop SOPs, provide training to A/CORs, and participate in knowledge management and communications efforts. The meeting's outcomes and recommendations provide a framework for improving CLA in the PA context. The solutions proposed by participants aim to address the challenges faced by the PA Coordinator's Office and IPs in terms of roles and responsibilities, coordination, data management, and communications. The meeting's outcomes and recommendations will inform the development of a unified approach among PA task orders and improve the program's effectiveness in achieving its objectives. The Power Africa Coordinator's Office and IPs must work together to implement the solutions proposed by participants. The Coordinator's Office must provide leadership and support to IPs in developing SOPs, a communications strategy, and a knowledge management system. IPs must also participate in knowledge management and communications efforts and provide training to A/CORs.
