The Power Sector Improvement Activity (PSIA) supports the Government of Pakistan's efforts to increase the financial viability, reliability, and affordability of the power system in Pakistan.

Abstract
PSIA has three overarching objectives: 1) increasing competition by supporting the development of Pakistan's wholesale electricity market; 2) improving the management and operation of the transmission and distribution (T&D) system; and 3) optimizing grid electricity load. PSIA's Empower All Energy Program (EAEP) aims to increase competition in the power sector by supporting the development of Pakistan's wholesale electricity market. The program focuses on creating a competitive market operation date (CMOD) and commercial operations date (COD) for the wholesale electricity market. EAEP has made significant progress in this quarter, with the development of a comprehensive market design and the establishment of a competitive trading bilateral contract market (CTBCM). The Multan Electric Power Company (MEPCO) has initiated several projects to improve the management and operation of the T&D system. These projects include the implementation of advanced metering infrastructure (AMI) and the development of an asset performance management system (APMS). MEPCO has also established a customer facilitation center (CFC) to improve customer service and reduce technical and commercial losses. The Lahore University of Management Sciences (LUMS) pilot project has commenced, focusing on optimizing grid electricity load. The project aims to develop and implement a short-term load forecasting (STLF) system to improve grid management and reduce power outages. LUMS has made significant progress in this quarter, with the development of a comprehensive STLF model and the implementation of a battery energy storage system (BESS) to stabilize the grid. The PSIA grants program has also made significant progress in this quarter, with the disbursement of grants to several projects aimed at improving the power sector in Pakistan. These projects include the development of renewable energy resources, the implementation of energy-efficient technologies, and the improvement of power distribution infrastructure. The PSIA has also made significant progress in its gender interventions, with the establishment of a gender working group to promote gender equality in the power sector. The group has developed a comprehensive gender strategy and has implemented several initiatives to promote women's participation in the power sector. The PSIA has also made significant progress in its environmental interventions, with the development of an environmental mitigation and monitoring plan (EMMP) to reduce the environmental impact of the power sector. The EMMP has been implemented in several projects, including the development of renewable energy resources and the implementation of energy-efficient technologies. The PSIA has also faced several implementation challenges in this quarter, including delays in the implementation of several projects and the need for additional technical assistance. However, the PSIA has made significant progress in addressing these challenges and has developed a comprehensive plan to overcome them.
