The CBRMT Organizational Capacity Assessment was conducted in October 2014 to evaluate the capacity of institutions involved in the responsible minerals trade in the Democratic Republic of Congo.

Abstract
The assessment aimed to identify strengths and weaknesses of these institutions, as well as opportunities for improvement. The assessment focused on three key institutions: the Provincial Division of Mines, the CEEC, and the SAESSCAM. The Provincial Division of Mines is responsible for regulating and overseeing mining activities in the province. The CEEC is a certification body that verifies the origin and quality of minerals. The SAESSCAM is a government agency responsible for managing artisanal mining activities. The assessment found that the Provincial Division of Mines has a clear mandate to regulate and oversee mining activities, but it lacks the necessary resources and capacity to effectively implement its mandate. The CEEC has a well-defined role in certification, but it faces challenges in terms of equipment and logistics. The SAESSCAM has a strong presence in the province, but it struggles with human resource management and financial resources. The assessment also identified areas for improvement, including the need for better coordination and communication among institutions, as well as the need for more effective monitoring and evaluation systems. Additionally, the assessment highlighted the importance of building the capacity of local value chain actors, such as mining cooperatives and traders, to ensure that they can effectively participate in the responsible minerals trade. The assessment recommended that the Provincial Division of Mines strengthen its capacity to regulate and oversee mining activities, including the development of a clear policy framework and the provision of training and equipment for its staff. The CEEC was recommended to improve its certification process, including the development of a more robust system for verifying the origin and quality of minerals. The SAESSCAM was recommended to strengthen its human resource management and financial resources, as well as to improve its monitoring and evaluation systems. Overall, the assessment aimed to provide a comprehensive evaluation of the capacity of institutions involved in the responsible minerals trade in the Democratic Republic of Congo. The findings and recommendations of the assessment are intended to inform policy and programming efforts to improve the capacity of these institutions and promote the responsible minerals trade.
