Abstract
The program's primary objective is to support the development of Afghanistan's infrastructure, including energy, transportation, water and sanitation, and architecture and engineering sectors. The program's approach is multifaceted, involving planning, design, technical support, and capacity building activities. Planning activities include the development of work plans, operational security plans, and performance monitoring plans. Design activities involve the provision of technical support and consulting services to USAID, as well as the implementation of quality assurance services. Capacity building activities focus on the development of local national staff and the promotion of Afghan first contractor capacity building. The program's staffing plan includes both expatriate and local national staff, with a total of 34 anticipated expatriate staff and 15 local national staff. The program's organization chart, as depicted in Figure 3-1, shows the various departments and sections within the program. The program's work order process flow chart, as depicted in Figure 5-1, outlines the steps involved in the work order process. The program's work orders are categorized into two types: administrative work orders (WO-A) and long-term work orders (WO-LT). Administrative work orders are used for capacity building activities, such as the Afghan first contractor capacity building program and the university cooperative education program. Long-term work orders are used for technical assistance and consulting services, such as the provision of technical support and consulting services to USAID. The program's reporting and deliverables include weekly meetings, quarterly progress reports, reach back hours, annual work plans, annual reports, and final project reports. The program's work plan, operational security plan, and performance monitoring plan are all key components of the program's reporting and deliverables. The program's geographic focus is Afghanistan, with a specific emphasis on the development of the country's infrastructure. The program's timeframes are outlined in the work plan, which includes quarterly and annual milestones. The program's recommendations are focused on the development of local national staff and the promotion of Afghan first contractor capacity building. The program's budget information is for illustrative purposes only, and all policy, personal, financial, and procurement sensitive information has been removed.
