Abstract
The facility will consist of two primary components: a non-perishable commodity dry store and a cold storage area for perishable products. The target commodities for the dry store are kava, cocoa, and taro, while the cold storage will focus on fish and pig meat. The warehouse is anticipated to increase trade and productivity for agricultural commodities due to its direct access to transport networks, markets, and other commercial installations. The site has been selected for its strategic location, with good connectivity to both the North and East roads, and proximity to the largest port in Malaita Province and Gwaunaru'u Airport. A lack of dedicated storage facilities in Malaita Province presents three key challenges across agricultural sub-sectors: limited storage facilities impede agricultural trade, the lack of raw material storage limits processing opportunities, and climate-related vulnerability is exacerbated by a lack of storage facilities. Through interviews and questionnaires, a range of stakeholders has identified the need for a commercial warehouse to strengthen multiple agricultural value chains in Malaita. The proposed project is intended to respond to identified causes and consequences of a market problem through strategic interventions that are intended to realize desired benefits. The project will require careful assessment of the strategic context in which it is planned and will be operationalized. A detailed analysis of the project vision is broken down into technical factors, economic dynamics, commercial options, financial projections, and management requirements. The facility will be developed on a 30-hectare site at Gwaigeo, with the six processing and warehousing facilities expected to span across 12 hectares. The site will require road accessibility upgrades and the development of all utilities. A site layout plan will be developed prior to construction, including a detailed layout of the buildings, parking spaces, and other requisite features. The Technical Case outlines the site utility and access requirements for the Agricultural Warehouse at Gwaigeo, including road, port, and airport access, utilities, and facility design parameters. The Economic Case provides a detailed analysis of the economic costs and benefits of the project, including assumptions, economic costs, economic benefits, affordability, and evaluation. The Commercial Case outlines the project delivery options, implementation strategy, and contract model options. The Financial Case provides a detailed analysis of the capital and operational expenditure, revenue, and sensitivity and risk analysis. The Management Case outlines the governance structure, scope of operations, indicative implementation plan, critical success factors, and risks associated with the project. The project will require careful management to ensure its successful implementation and operation.
