Abstract
This case study documents the historical development and current state of public education in Mozambique. The opening sections recount the initial reforms outlined by the Frelimo party following independence in 1975, the development in 1978 of the National Education System and its subsequent collapse, the destabilizing effects of the 1976-92 civil war, passage of the 1993 Higher Education Law of 1993 (which removed higher education from government control), and the governing principles of the 1994 policy framework. Subsequent sections outline existing studies and sources of information on Mozambique"s education sector, the current state of the country"s educational infrastructure, and mechanisms for coordinating donor support. Findings and recommendations pertinent to the development of a National Education Policy are presented in conclusion.
