Abstract
The contract aims to reduce and control non-revenue water in the distribution system of North Lebanon, covering specific areas as specified in the Bidding Data. The contract scope includes the establishment of District Metered Areas (DMAs), leakage reduction and management services, commercial losses reduction and revenue improvement, and network rehabilitation and replacement. The successful bidder will be expected to carry out the works and services during the period stated in the Bidding Data. Eligible bidders must meet four requirements: they must be from a country not specified in the invitation to bid, not be affiliated with a firm or entity that has provided consulting services related to the works or been hired as Project Manager (Engineer) for the contract, be prequalified for the contract as notified by NLWE, and not be under a declaration of ineligibility for corrupt or fraudulent practices. The bidding process involves the submission of sealed bids, accompanied by a security in the form and amount specified in the bidding documents. Bids must be delivered to the NLWE office at or before 10:00 local time on the specified date. The bid opening will take place at the same office, and the evaluation process will be conducted in accordance with the bidding documents. The contract will be awarded to the bidder who submits the technically and financially acceptable bid, and the NLWE reserves the right to accept any bid and to reject any or all bids. The successful bidder will be required to provide a performance security and sign an agreement with NLWE. The bidding documents include the Bidding Data, Technical Specifications, and Bill of Quantities, which provide detailed information on the contract scope, requirements, and evaluation criteria. The documents also outline the procedures for bid submission, evaluation, and award. The NLWE has specified that the bidding documents may be purchased at the office, and a non-refundable fee will be charged. The documents can be inspected and acquired at the office, and further information can be obtained from the contact person. The contract is expected to be completed within the specified period, and the successful bidder will be responsible for carrying out the works and services as described in the bidding documents. The NLWE will monitor the progress of the contract and ensure that the works are completed in accordance with the specified requirements.
