Abstract
PAR has formed high-impact alliances with major actors in private and public sectors, media, academia, and civil society to conceptualize and implement initiatives that contribute to changing perceptions, attitudes, and behaviors among Colombians. The program's objective is to help Colombians come to terms with the past, engage in constructive dialogue, and transform old narratives forged by conflict. PAR consists of three main components: 1) supporting truth-telling and memory initiatives that enable Colombians to confront and accept the past; 2) promoting greater awareness of reconciliation efforts as a way of spurring mobilization and action; and 3) leveraging strategic public and private alliances that foster socioeconomic opportunities in target municipalities. The program's approach is based on the understanding that Colombians must be informed and educated about the conflict (information), recognize that they are part of the solution (awareness), and be willing to participate in that process (action/change). During the January-March 2019 reporting period, PAR's direct technical assistance and support resulted in several notable developments and accomplishments. PAR's alliance with Fundación ANDI generated over $11,400 in purchases from small businesses, enhancing the livelihoods of approximately 280 beneficiaries. Additionally, over 500 volunteers participated in two Vamos Colombia events, raising awareness about issues relating to reconciliation and improving social acceptance. The events also showed positive changes in attitudes towards prejudice and social acceptance among participants. PAR's land distribution initiative with Agencia Nacional de Tierras (ANT) ended in February after mobilizing US$ 1,416,269 for the implementation of productive projects. The initiative provided administrative support to 4,487 families to access subsidies. Furthermore, 376 at-risk children and youth empowered through sports and artistic activities in Bogotá and Ciénaga, while 120 women manicurists empowered through technical training and DecidoSer skills to improve trust, self-esteem, and dialogue. In terms of local reconciliation initiatives, 227 human rights leaders attended DecidoSer workshops through an alliance with Bogotá Mayor's Office. The Program also supported the planting of 234,100 coffee trees in San Carlos, expected to generate $2,000 per family in sales. Additionally, 173 participants from PAR's project with Fundación Alvaralice in Cali gained access to employment, while 262 jobs were generated in Buenaventura through PAR's alliance with Fundación Puerto Aguadulce. Furthermore, 73 coffee-producing families from Tolima strengthened their economic situation through PAR's support. Overall, the PAR program has made significant progress in promoting awareness and mobilization initiatives that boost economic and social opportunities through transformative alliances. The program's efforts have contributed to changing perceptions, attitudes, and behaviors among Colombians, helping them come to terms with the past, engage in constructive dialogue, and transform old narratives forged by conflict.
