Abstract
The program aims to promote the rights of victims to truth, justice, reparations, and non-repetition within the current legal framework and the development of public policies for the implementation of the Peace Agreement between the Government of Colombia (GdC) and the FARC. The program's objectives are to territorialize the Law of Victims, the Peace Agreement, and related policies, and to strengthen the capacities of organizations of victims to influence, monitor, evaluate, and follow up on the Integral System of Truth, Justice, Reparations, and Non-Repetition. The program also aims to influence the production of laws and jurisprudence to implement the Peace Agreement. The program operates in five regions of Colombia: Zona 1, Costa Caribe; Zona 2, Meta and Guaviare; Zona 3, Tolima; Zona 4, Buenaventura and community councils of Yurumangui, Anchicayá, Cajambre, Raposo, Naya, Mayorquín, Zona Media and alta del río Dagua, Bajo Calima, La Esperanza, Guamía, Bajo San Juan, Veredas Agua Clara and La Gloria; and Zona 5, Pasto. The program's activities are focused on three specific objectives: OE.1, which aims to territorialize the Law of Victims, the Peace Agreement, and related policies; OE.2, which aims to strengthen the capacities of organizations of victims; and OE.3, which aims to influence the production of laws and jurisprudence to implement the Peace Agreement. The program has been monitoring the national context, which is marked by the persistence of systematic assassinations of social leaders and human rights defenders, as well as ex-combatants, which affects the credibility of the Colombian State's commitment to implementing the Peace Agreement. The United Nations has expressed concern about the direction of the Peace Agreement, and the Colombian government has been criticized for its lack of action to protect social leaders. The program has also been working to strengthen the capacities of organizations of victims to influence, monitor, evaluate, and follow up on the Integral System of Truth, Justice, Reparations, and Non-Repetition. The program has provided technical assistance to the government, Congress, and the Constitutional Court to ensure that the rights of victims are at the center of the implementation of the Peace Agreement. The program's activities have been focused on the following areas: territorialization of the Law of Victims, the Peace Agreement, and related policies; strengthening the capacities of organizations of victims; and influencing the production of laws and jurisprudence to implement the Peace Agreement. The program has also been working to strengthen the capacities of organizations of victims to influence, monitor, evaluate, and follow up on the Integral System of Truth, Justice, Reparations, and Non-Repetition. The program's results have been positive, with the territorialization of the Law of Victims, the Peace Agreement, and related policies, and the strengthening of the capacities of organizations of victims. However, the program has also faced challenges, including the persistence of systematic assassinations of social leaders and human rights defenders, as well as ex-combatants, which affects the credibility of the Colombian State's commitment to implementing the Peace Agreement. The program's future plans include continuing to strengthen the capacities of organizations of victims, influencing the production of laws and jurisprudence to implement the Peace Agreement, and monitoring the national context to ensure that the rights of victims are protected. The program will also continue to work with the government, Congress, and the Constitutional Court to ensure that the rights of victims are at the center of the implementation of the Peace Agreement.
