Abstract
Four PDET veedurías were created in Tolima and one in the Bajo San Juan, Chocó. The Veeduría Subregional Tolima was established for social control, with dialogue and agreements with the Consejería de estabilización and ART. In Tolima, the municipalities of Timbiquí, Guapí, Lopéz de Micay, and Buenaventura were targeted. The initiative aimed to ensure the participation of ethnic communities in the PDET processes. Accompaniment was provided to 12 municipal groups in the elaboration of PDET initiatives. The PDET is a participatory planning and implementation mechanism for territorial development projects, created by the Acuerdo de Paz. The programs aim to transform structurally the zones most affected by conflict, poverty, and illicit crop cultivation. This should lead to social, institutional, and productive changes, as well as the closure of social and territorial gaps, and increased public investments with communities and organizations. The Programa de Participación y Reparación Colectiva de las Víctimas addresses the PDET from a community strengthening and participatory planning perspective, ensuring the active and qualified role of social actors, peoples, and ethnic communities in the construction and implementation of each stage of the PDET route. The program's actions in PDET include project structuring and execution, veeduría, initiative elaboration, validation of the Unique Route Plan (HRU) and prioritization. The program also focuses on participation, incidence to ensure ethnic, gender, and reparatory approaches to PDET, and the creation and promotion of the National Coordination Mechanism of the 15 Special Consultation Mechanisms (MEC) of Ethnic Peoples. A total of 57 initiatives were included in 5 municipalities of the Costa Caribe. The 15 MEC Étnicos prioritized initiatives to be converted into projects. In Buenaventura, a proprietary model of ethnic characterization and prioritization was structured. A virtual seminar was organized with ART and National Planning on project structuring and MGA methodology. The PDET subregions include Sierra Nevada-Perijá, Montes de María, Sur del Bolívar, Caquetá, Bajo Cauca Antioqueño, Urabá, Sur de Córdoba, Arauca, Chocó, Pacífico Medio, Pacífico Frontera, Nariñense, Alto Patía y Norte del Cauca, Sur de Tolima, Putumayo, Macarena-Guaviare, Cuenca del Caguán, and Presencia de Pueblos Étnicos.
