Abstract
The primary objective of this project is to strengthen the Information Management capacity of Provincial and Regional Disaster Management Authorities in Pakistan and to provide all related humanitarian responders with effective methods for reliably capturing, reporting, sharing, and analyzing information concerning the humanitarian situation according to baseline indicators and population needs. Implementation focused on several key interventions, including the establishment and augmentation of the Pakistan Disaster Management Authorities' information management capacity on a sustainable basis. This involved the recruitment and deployment of staff for the National Disaster Management Authority, Provincial Disaster Management Authorities, and Regional Disaster Management Authorities. A total of 35 staff members were recruited and deployed in the first quarter, with an additional 2 staff members recruited in the second quarter. The project also focused on the implementation of Information Management Structures and Systems in seven Disaster Management Authorities. This involved the establishment of IM units at the Provincial and Regional levels, with a total of 9 IM units established in the first quarter and 1 additional unit established in the second quarter. The project also involved the recruitment of staff for the IM units, with a total of 37 staff members recruited and deployed in the first quarter and 10 additional staff members recruited in the second quarter. The project's progress was monitored through a series of indicators, including the number of IM units established, the number of staff members recruited and deployed, and the number of infrastructure and equipment deployed. The project also involved the development of a National IM Strategy and the conduct of IM Needs Assessments for the Provincial and Regional Disaster Management Authorities. The project's progress was affected by several challenges, including the lack of interest from the National Disaster Management Authority to continue the project, which resulted in the closure of the IM unit at the National level. However, the Provincial and Regional Disaster Management Authorities expressed a willingness to continue the project, and the project was modified to focus on the sub-national level. The project also faced delays in the recruitment of staff and the deployment of infrastructure and equipment due to the ongoing ADS 548 IT Review. Despite these challenges, the project made significant progress in the second quarter, with the establishment of fully equipped IM units at the Provincial and Regional levels, the recruitment and deployment of additional staff members, and the development of a National IM Strategy. The project's progress was monitored through a series of indicators, and the project's achievements were reported against the established targets and baseline. The project's future plans include the continuation of the project at the sub-national level, with a focus on the Provincial and Regional Disaster Management Authorities. The project will also continue to develop and implement the National IM Strategy, and will conduct IM Needs Assessments for the Provincial and Regional Disaster Management Authorities. The project will also continue to monitor its progress through a series of indicators and will report its achievements against the established targets and baseline.
