Abstract
The project, implemented through a contract with the University of Michigan, began in FY 1974 with an initial authorization for a life of project cost of $600,000. The current project authorization is for a life of project cost of $655,000, an increase of $55,000 over the previously authorized amount. The increase in funding is necessary to cover cost increases due to personnel costs, fringe benefits, and travel expenses. Personnel costs have risen due to an increase in overall staff salaries at the University and the addition of part-time services of one professional and one-half year of secretarial support time for the project. The cost of fringe benefits has also increased due to University policy changes. Additionally, there is a significant increase in travel costs, as the contract calls for travel to conduct the training course, follow up on graduates, and establish linkages with LDC institutions. The contractor's request for an adjustment to the budget to cover these cost increases has been examined, and it is deemed justified and necessary to complete the original scope of work satisfactorily. The recommendation is to authorize the obligation of an additional $55,000 by signing the attached PAF.
