Abstract
The U.S. Government recognizes the urgency of combating COVID-19 and advancing global health security and biopreparedness to save lives, promote economic recovery, and develop resilience against future biological catastrophes. Since the start of the pandemic, the U.S. Government, through the United States Agency for International Development (USAID)’s Bureau for Global Health, has supported countries to prevent, prepare for, respond to, and bolster health systems to address COVID-19 and its reemergence. To track results under Pillar 2 of the USAID and U.S. State Department Strategy for Supplemental Funding to Prevent, Prepare for, and Respond to COVID-19 Abroad, Data.FI developed USAID’s Compendium of Indicator Reference Sheets for COVID-19 Pillar 2 Reporting in 2020 to support the harmonization of partner reporting. Since 2021, USAID is also supporting global COVID-19 vaccination efforts by joining and contributing to the COVID-19 Vaccines Global Access Initiative to improve the equitable allocation of COVID-19 vaccines across the globe. A critical guiding principle for USAID’s COVID-19 vaccine support is the tracking of key indicators to measure success. To further support USAID’s global COVID-19 monitoring, evaluation, and learning efforts, Data.FI developed this indicator compendium to standardize indicator definitions for routine reporting by partners providing USAID support for country readiness for and delivery of COVID-19 vaccines. Data generated from these indicators will be used by USAID’s Bureau for Global Health to monitor progress in the near and long term. The definitions of indicators in this compendium include ideal disaggregations. USAID partner reporting on the indicators and relevant disaggregations will be determined by the scope of programming per implementing partner (IP) and reporting structures. The indicator compendium includes core vaccine indicators, policy, planning, and coordination indicators, pharmacovigilance indicators, supply chain and logistics indicators, and service delivery indicators. Core vaccine indicators include the number of policies/standards, strategies/plans/guidelines, or training materials related to COVID-19 vaccine country readiness and delivery developed, adapted, or disseminated with USAID support; the number of people trained on COVID-19 vaccine-related topics with USAID support; the number of countries with subnational COVID-19 vaccine microplans developed or adapted with USAID support; the number of countries with vaccine tracking systems developed or adapted to track COVID-19 vaccines with USAID support; and the number of people reached through USAID-supported mass media and social media with COVID-19 vaccine-related messaging. Policy, planning, and coordination indicators include the number of countries that improved the regulatory and/or policy environment for COVID-19 vaccines with USAID support and the number of COVID-19 vaccine multisectoral coordination mechanisms that meet regularly with USAID partner participation or support. Pharmacovigilance indicators include the number of tools for planning and conducting safety monitoring developed, adapted, or disseminated with USAID support and the percentage of adverse event following immunization (AEFI) reports reviewed by the appropriate responsible bodies with USAID support among those submitted to country monitoring systems. Supply chain and logistics indicators include the number of countries with plans for vaccine distribution to the subnational level developed, adapted, or disseminated with USAID support and the number of vaccine doses distributed to the first subnational level. Service delivery indicators include the number of health facilities with COVID-19 vaccine storage and handling capacity developed or adapted with USAID support and the number of healthcare workers trained on COVID-19 vaccine administration with USAID support. The indicator compendium is designed to support USAID’s global COVID-19 monitoring, evaluation, and learning efforts by providing a standardized set of indicators for routine reporting by partners providing USAID support for country readiness for and delivery of COVID-19 vaccines.
