Abstract
The project involves planned obligations of not more than Eight Hundred Thousand Dollars ($800,000) in grant funds over a two-year period, subject to the availability of funds in accordance with the A.I.D. OYB/allotment process. The project aims to support the participation of the United States National Committee for Pacific Economic Cooperation (USPECC) in the overall Pacific Economic Cooperation Conference (PECC) process. This participation is expected to promote government and U.S. private sector involvement in studying and formulating important economic policies in the PECC member countries. The project's objectives are aligned with the broader goals of the PECC process, which seeks to foster economic cooperation and development among its member countries. The grant to USPECC will be subject to certain essential terms and major conditions, as deemed appropriate by A.I.D. One of the key conditions is that goods and services, including ocean shipping, financed by A.I.D. under the project must have their source and origin in the United States, except as otherwise agreed in writing by A.I.D. Additionally, local cost financing in PECC member countries is authorized, without waiver, to the extent set forth in A.I.D. Handbook 1B, Chapter 18, paragraph 18Alc. The project's implementation will be overseen by the officer(s) to whom such authority is delegated in accordance with A.I.D. regulations and Delegations of Authority. The project's scope and objectives will be guided by the principles of promoting economic cooperation and development among PECC member countries, while ensuring that the grant is used in accordance with the terms and conditions specified by A.I.D. The project's geographic focus is on the Asia Regional area, with a specific emphasis on supporting the participation of USPECC in the PECC process. The project's timeframes are set over a two-year period, during which the planned obligations of not more than Eight Hundred Thousand Dollars ($800,000) in grant funds will be utilized.
