All in-country activities by International Human Assistance Programs Incorporated (IHAP), the initial implementing agency, were terminated in 12/85. The basic reasons for this were inflexibility and a lack of coordinated project design. When the project was designed in mid-1984, the Government of Djibouti (GROD) gave only conditional approval, but the Mission went ahead and prematurely authorized the arrival of IHAP personnel in Djibouti. It was understood that IHAP would develop a detailed work plan to be submitted for approval in late 1984. However, due to personality conflicts between the IHAP Chief of Party, his CFPA and MOL counterparts, and the A.I.D. representative, a plan acceptable to all parties could not be developed. The replacement of the IHAP Chief of Party failed to improve relations. Upon termination of IHAP activities, only the construction targets had been realized. Although the new CFPA and SNE administrative offices were never equipped, both buildings are being used for their designated functions. In 1986, remaining project funds were reprogrammed to provide training for senior and mid-level management personnel. The new contractors, the Harvard Institute for International Development's Health Division (HIID) and the University of Pittsburgh's International Management Development Institute (UPIMDI), conducted both in-country and U.S. seminars on various subjects (e.g., education planning and health management) for more than 300 participants. Although no official evaluations were carried out, participants reported a general satisfaction with the training.
