Abstract
BPI's design takes a pragmatic approach to promoting more equitable and sustainable, private-sector led economic growth and good governance. The project seeks to complement and support the Government of Mongolia's strategy to advance several objectives, including improved implementation of business enabling policies, strengthened private sector capacity and competitiveness, and increased financial sector capacity and enabling environment. BPI has existing relationships with some Mongolian organizations and intends to increase its partnerships with non-profit and private sector groups in the near future in support of BPI objectives. One mechanism for supporting BPI's objectives is through funding for specific programs and activities, with Mongolian implementing organizations closely engaged in the design-phase to maximize the impact of such projects. Designing a well-thought out proposal is the fundamental first step towards successful program implementation. To support existing partner organizations and potential additional partners to develop implementable programs, this toolkit provides examples, definitions, and written explanations of common elements of proposals in response to solicitations or tenders. Organizations can use this toolkit as a reference while designing and writing proposals. The toolkit is broken into two main sections, the technical volume and the cost volume. The technical volume provides guidance on key elements of proposals, including the statement of purpose, detailed approach to implementation, tracking performance, and personnel and management sections. The cost volume provides guidance on key cost principals, including tips for successful budgeting and documenting assumptions. The toolkit emphasizes the fundamental link between a good proposal and great project. By providing a comprehensive guide to proposal development, this toolkit aims to support Mongolian organizations in developing high-quality proposals that meet the needs of the BPI project and contribute to the country's economic growth and development.
