This is attributed to factors such as soil degradation, limited market access, and inadequate access to reliable water sources. Climate change also poses a significant threat to the sector, with rising temperatures and changing precipitation patterns affecting crop yields and quality. The predominance of small farms in Balochistan is another challenge, with the majority of farms being less than 5 hectares in size. This limits the farmers' ability to adopt modern farming practices and technologies, leading to low productivity and income. The lack of quality inputs, including seeds, fertilizers, and pesticides, further exacerbates the problem. Inefficient policies for water use, a weak institutional framework for agriculture research and extension, and limited market access and market information systems also hinder the sector's growth. The Balochistan government allocates a significant portion of its development budget to the agriculture sector, but the funds are often not sufficient to address the sector's needs. The province's agricultural sector is heavily reliant on public funding, with a significant portion of the budget being spent on irrigation and water management. However, the sector's growth is also hindered by the lack of private sector investment and the limited availability of credit facilities for farmers. The proposed Balochistan Agriculture Policy 2021 aims to address these challenges and promote the sector's growth and development.
