Abstract
The document is divided into three parts: communication channel, identification templates, and messages exchanged as part of business processes. The communication channel is a critical component of the proposed standards, ensuring reliable and secure data interchange between retail electricity market participants in BiH. The technical solution includes the application of the main communication channel, backup communication channel, and phone line. The main channel is used as the primary communication infrastructure for data interchange, while the backup channel is used in case of malfunction or planned maintenance. The main communication channel uses the File Transfer Protocol over SSL (FTPS) and operates on a client-server model. Messages exchanged through this channel are encrypted and secure, ensuring the confidentiality and integrity of data. The backup channel is used in case of unavailability of the main channel, and responsible data interchange participants must inform other participants of the unavailability and estimated time before reverting back to using the main channel. Identification templates are used to identify retail electricity market participants in BiH, including distribution system operators, balance responsible parties, suppliers, generators, and renewable energy sources operators. The ISO BiH issues identifiers based on the adopted identification template for retail electricity market participants, while each DSO issues identifiers for distribution metering points within its jurisdiction. Messages exchanged as part of business processes in the retail electricity market in BiH are standardized and follow a specific format. The messages include information on the sender, receiver, and content of the message, ensuring transparency and non-discrimination of market participants. The regulator has the right to seek exemption from certain provisions of the EDI framework, provided that principles of transparency and non-discrimination of market participants are upheld. The proposed standards for electronic data interchange in the retail electricity market in BiH are intended to improve the efficiency and reliability of data exchange between market participants. By establishing a common framework for data exchange, the proposed standards aim to facilitate the development of a competitive and transparent retail electricity market in BiH. The proposed standards are relevant to retail electricity market participants in BiH, including distribution system operators, balance responsible parties, suppliers, generators, and renewable energy sources operators. The standards do not pertain to the communication channel used for data interchange between suppliers and customers or between DSOs and network users. The proposed standards are based on two USAID EIA documents: the "Draft Guidelines for Electronic Data Interchange" and the "Draft Guidelines for the Development of Business Processes of the DSO as Independent Market Facilitator." The document will be submitted to the regulatory commissions SERC, RERS, and FERC for further use.
