Abstract
Based in San Salvador, the RTC activity achieves this through designing and facilitating Tri-Lateral Activities (TLAs) for Central American specialists to engage with other country counterparts in the Latin America and the Caribbean (LAC) region. The RTC project provides support to build trilateral cooperation between the United States Government (USG), represented by USAID, provider countries, and receiving countries. The overall aim of the project is to provide technical and logistical assistance to USAID regional and bilateral Missions and the projects they support, through sharing and transferring technical expertise, technology, knowledge, and information on model systems, processes, and policies. The RTC activity is based in San Salvador and is managed by International Business & Technical Consultants, Inc. (IBTCI). The project has a period of performance from August 1, 2016, to July 31, 2019, with a possible option year. The project has a ceiling price of $5,620,555.46 and has obligated $2,932,315.39 to date. Major trilateral activities this quarter included the facilitation of a meeting between Central American specialists and counterparts from other LAC countries. The meeting aimed to discuss and share best practices in areas of priority to USAID/Central America & Mexico (CAM). The RTC activity also provided technical assistance to USAID regional and bilateral Missions in the region. Key meetings and deliverables this quarter included a meeting with the Minister of Finance of El Salvador to discuss the implementation of a trilateral activity on public financial management. The RTC activity also delivered a report on the status of trilateral cooperation in the region, highlighting areas of progress and challenges. The RTC activity has made significant progress in promoting South-South cooperation among Central American policy-makers and private and civil society leaders. The activity has facilitated several trilateral activities and provided technical assistance to USAID regional and bilateral Missions in the region. The RTC activity continues to work towards its goal of building and strengthening meaningful, sustainable intra-regional relationships. The RTC activity has also made progress in implementing its project activities, including the facilitation of a meeting between Central American specialists and counterparts from other LAC countries. The activity has also provided technical assistance to USAID regional and bilateral Missions in the region, including a meeting with the Minister of Finance of El Salvador to discuss the implementation of a trilateral activity on public financial management. The RTC activity has a strong focus on gender considerations, with a goal of promoting equal participation of women in trilateral activities. The activity has also made progress in implementing its learning considerations, including the facilitation of a meeting between Central American specialists and counterparts from other LAC countries to discuss and share best practices. The RTC activity has a strong focus on performance indicators, with a goal of measuring the impact of trilateral cooperation on the region. The activity has also made progress in implementing its materials sent to DEC and DDL, including a report on the status of trilateral cooperation in the region. The RTC activity has a strong focus on project activities, with a goal of promoting South-South cooperation among Central American policy-makers and private and civil society leaders. The activity has also made progress in implementing its project interventions, including the facilitation of a meeting between Central American specialists and counterparts from other LAC countries.
