Abstract
The proposal is based on the Ley Marco del Sistema de Protección Social, which establishes a public health system that provides universal access to health services. The RISS is designed to ensure the continuity, complementarity, and integrality of health care services, as well as the provision of a guaranteed set of health services. The proposal was developed by the Department of Services of the First Level of Attention, in coordination with the Regional Health Authorities and technical assistance from ULAT/MSH/USAID. The process of configuration and delimitation of RISS involves the categorization of health establishments, the definition of a guaranteed set of health services, and the development of integrated health services networks. The objectives of the proposal are to contribute to the implementation of the Ley Marco del Sistema de Protección Social, to ensure the opportunity, continuity, and complementarity of health care services, and to promote the renovation and strengthening of the process of habilitation-categorization-certification of health establishments. The proposal also aims to foster the constitution and consolidation of mixed or plural networks of health services, incorporating and associating public and private health establishments to ensure the complementarity of care and the satisfaction of health needs and demands of the population in an integral and cost-effective manner. The proposal is based on the following principles: the promotion and protection of health, the prevention of risks, damages, and diseases, the identification and elimination of barriers to access to health services, and the orientation towards the demand and needs of the population. The proposal also emphasizes the importance of corresponsability, gender perspective, interculturality, and diversity. The configuration and delimitation of RISS involves the following steps: the development of a national health model, the definition of a guaranteed set of health services, the categorization of health establishments, and the development of integrated health services networks. The proposal also includes the establishment of a system of reference and response, as well as a system of information and communication. The proposal is expected to contribute to the development of a unified and articulated health system in Honduras, which provides universal access to health services and ensures the continuity, complementarity, and integrality of health care services. The proposal is also expected to promote the renovation and strengthening of the process of habilitation-categorization-certification of health establishments and to foster the constitution and consolidation of mixed or plural networks of health services.
