Abstract
The project was initiated in 2013 by the Asociación para el Crecimiento y la Estrategia Global de Educación, with the support of the Agencia de los Estados Unidos para el Desarrollo Internacional (USAID). The project's main purpose is to "Mejorar las oportunidades educativas para estudiantes de tercer ciclo vulnerables/desventajados y jóvenes entre las edades de 9 a 24 años de edad que no están en la escuela, que viven en los municipios seleccionados con una tasa alta de crimen." The project has several objectives, including improving educational outcomes for students in second and third cycle, increasing access to educational opportunities for non-enrolled youth, and acquiring and distributing school supplies to damaged schools. The project also aims to support emergency response efforts in case of natural disasters. The implementation of the project began in 2013, with a focus on attending to a population of children and adolescents who face situations of violence, overage, vulnerability, early pregnancy, economic difficulties, and limited access to education and employment. To address these challenges, the project created the Programa de Formación Integral, a complementary program to the Ministry of Education's Modalidades Flexibles. The Programa de Formación Integral includes integrated services that enhance government and local efforts to provide educational opportunities to the population outside the regular education system. Specifically, the program executes activities aimed at increasing the return, permanence, and academic success of children and young people who are outside the school system, so that they can complete their studies and obtain academic degrees from the education system. The project has designed 15 modules for third cycle and 10 for Bachillerato, making a total of 25 documents of support for autonomous formation and the achievement of learning indicators of the study programs. The project's implementation is led by the Fundación para la Educación Integral Salvadoreña (FEDISAL), with the support of a network of partner institutions, including Family Health International (FHI 360), Asociación Institución Salesiana (AIS), Fundación Salvador del Mundo (FUSALMO), Universidad Don Bosco (UDB), Fundación Pro Educación de El Salvador (FUNPRES), and Asociación ÁGAPE de El Salvador. The project's main partners are the Ministerio de Educación, Ciencia y Tecnología (MINEDUCYT), as the government partner, and FEDISAL, as the lead implementing partner. The project's implementation is aligned with the Ministry of Education's Plan Social Educativo 2009-2014: "Vamos a la Escuela" and the subsequent Plan Nacional de Educación en función de la Nación 2015-2019. The project's success is measured by the improvement of educational outcomes for students, the increase in access to educational opportunities for non-enrolled youth, and the acquisition and distribution of school supplies to damaged schools. The project's impact is expected to be significant, as it addresses the educational needs of vulnerable and disadvantaged students in El Salvador.
