Abstract
A strong tendency exists with all public administration activities, as the client organization is never perfect. The client organization in the developed world is not perfect, and perfection cannot reasonably be the goal. However, the GOES police security forces are now capable, and the community is as capable as our first-line intelligence is likely to make them. The lack of equipment due to inadequate budget and the training of police personnel out of positions for which they have become trained are significant issues. The adoption of a policy of providing significant amounts of conditions and training on in-service hitches would be necessary. The ISR team is responsible for the development of the intelligence entity, with a focus on the purely military units of the Ministry of Defense. The military is concerned with defense outside the aggregate area of interest. However, the intelligence entity is concerned with an in-briefing engagement beyond the control of the intelligence security units, military forces would be useless. The public safety program in El Salvador includes technical assistance training and advice provided by the USAID. The program provides technical assistance and assistance to the police officials in the preparation and implementation of projects in such fields as organization and administration, police operations, and investigations of crimes and offenses.
