Project to assist PVO"s working in Kenya by providing financial support, training and advisory assistance, and information and evaluation services through Voluntary Agencies Development Assistance (VADA), a Kenyan PVO support organization.

Abstract
VADA and the PVO"s will implement the project. A Development Fund will be established in VADA to provide subgrants for special community development and infrastructure activities (including project design) on an equal basis to registered U.S. and Kenyan PVO"s. One third of each subgrant will be provided by the PVO either in cash or in-kind. U.S. PVO"s will be expected to provide a greater proportion of cash to in-kind contributions than Kenyan PVO"s. Some 60 large (over $50,000) and 20 small subgrants will be made. With the help of a contracted Kenyan organization, VADA will provide training and advisory services to all PVO"s, with priority given to Kenyan PVO"s or Kenyan staff members on U.S. PVO"s. Training, which will take place through seminars and workshops, will be conducted in three areas: (1) some 500 staff members will be trained in all aspects of project development (planning, implementation, evaluation); (2) all PVO executives will receive management training; (3) technical training designed to supplement short-term TA will be conducted for 360 staff members. Finally, 350 financial officers will receive financial management training through 8 training sessions per year. In all, some 1,800 persons will be trained. VADA will also provide over 60 PVO"s with advisory assistance in organizational and financial management, along with assistance to 10 PVO"s in preparing project proposals and to 5 others in conducting project evaluations. Because it is a new organization, VADA will be provided financial and management assistance by an A.I.D.-approved organization during the first 3 years of the project. The project will also produce a quarterly newsletter and establish a computerized information system on PVO"s. VADA"s Information and Evaluation Unit will routinely evaluate all project activities. Amendment of 7/21/88 eliminates the cooperative agreement with VADA. USAID/K will implement the project directly, awarding some 5 grants annually. Other changes include: (1) targeting $1 million to activities in biodiversity/natural resources areas; and (2) funding 15-30 person-months of short- to medium-term overseas training of PVO personnel each year, while providing in-country training only through specific grant activities.
