Abstract
The project will be implemented by the New Transcentury Foundation (NTF). NTF will conduct needs assessment surveys of those PVO"s that have indicated a desire for assistance. Semi-structured interviews will be conducted with headquarters staff of 40-50 PVO"s, and a questionnaire will be sent to all field offices. Approximately 8-10 surveys will be completed each year and will help PVO"s assess their strengths and weaknesses in three general administrative areas (evaluation, staff recruitment, and management) and in WID. NTF will help the PVO"s institutionalize a self-evaluation process to be used as a management tool and will provide recruitment assistance to some 30-50 PVO"s by developing and maintaining a roster of individuals for future assignments. NTF will screen candidates to assure that they are the most suitable and best available for each vacancy. The roster will also include candidates for short-term overseas assignments. Management consultant services will be provided to ensure that each PVO"s goals, procedures, structure, and technical capacity are appropriate for its operations. NTF will also establish an international service secretariat to assist in promoting WID. The secretariat will: (1) collect and analyze information on member agencies" WID orientations and programs for use in preparing a classified directory of WID activities; (2) prepare an annotated WID bibliography; (3) establish a publications retrieval system; (4) develop case studies and special studies on WID; and (5) sponsor WID conferences and workshops. Also, a feasibility study will be conducted on the potential utilization and benefits of establishing a special fund by a donor agency to finance research, operational, and demonstration projects (to be administered by a PVO) to promote WID.
