Abstract
The program was implemented by FHI 360, in collaboration with the Ministry of Education, from 2011 to 2014. The program's main objective was to improve the quality of basic education in Peru, focusing on teacher training, professional development, and policy dialogue. The program's results were measured through five key outcomes. Outcome 1, Participatory and Decentralized Education Management Strengthened, focused on improving the capacity of local and regional education authorities to manage education services. This was achieved through the establishment of participatory councils at the local and regional levels, which enabled community involvement in education decision-making. Outcome 2, Teacher Training and Professional Development Strengthened, aimed to improve teacher quality through training and professional development programs. The program provided training to over 10,000 teachers, focusing on areas such as pedagogy, curriculum design, and classroom management. The training programs were designed to improve teacher competencies and promote a culture of continuous learning. Outcome 3, Implementing Innovative Programs, focused on promoting innovative education programs that addressed the needs of marginalized communities. The program supported the implementation of alternative education programs, such as the Educación Básica Alternativa (EBA) program, which provided education to children who had dropped out of school. Outcome 4, Active Schools in Alternative Development Communities, aimed to promote education in communities affected by poverty and social exclusion. The program supported the establishment of community schools, which provided education to children and adults in these communities. Outcome 5, Policy Dialogue, Communications, and Civil Society Participation Enhanced, focused on promoting policy dialogue and communication between the Ministry of Education, civil society, and other stakeholders. The program supported the establishment of a national education council, which brought together representatives from the Ministry of Education, civil society, and other stakeholders to discuss education policy and implementation. The program's results showed significant improvements in education outcomes, including increased access to education, improved teacher quality, and enhanced community participation in education decision-making. The program's success was attributed to the strong partnership between FHI 360, the Ministry of Education, and other stakeholders, as well as the program's focus on community-based and participatory approaches to education reform. The program's implementation was supported by a range of technical assistance and capacity-building activities, including training programs for education officials, community leaders, and teachers. The program also supported the development of education policies and plans, including the National Education Plan and the Regional Education Plans. The program's impact was evaluated through a range of monitoring and evaluation activities, including surveys, focus groups, and school assessments. The evaluation results showed significant improvements in education outcomes, including increased access to education, improved teacher quality, and enhanced community participation in education decision-making. The program's success has been recognized by the Peruvian government and other stakeholders, who have acknowledged the importance of community-based and participatory approaches to education reform. The program's experience has also been shared with other countries, providing a model for education reform and development.
