Abstract
The plan was prepared by ECODIT for the USAID Green Annamites Activity, with funding from the United States Agency for International Development (USAID). The plan is a key component of the National REDD+ Action Programme (NRAP) in Vietnam, which aims to reduce greenhouse gas emissions from deforestation and forest degradation. The plan focuses on three main areas: reducing deforestation and forest degradation, enhancing forest carbon stocks, and promoting sustainable forest management. To achieve these objectives, the plan identifies priority sites and activities, including the selection of sites for afforestation/reforestation and assisted natural regeneration, as well as the implementation of sustainable forest management practices. The plan also emphasizes the importance of environmental and social co-benefits and risks, including the potential impacts on biodiversity, water resources, and local communities. To mitigate these risks, the plan outlines institutional arrangements for the implementation of safeguards, including the establishment of a Provincial Safeguards Officer and a Safeguards Information System. The plan will be implemented over a period of four years, from 2019 to 2023, with a budget of approximately $10 million. The implementation of the plan will be led by the Provincial Peoples' Committee, with the support of various departments and organizations, including the Department of Agriculture and Rural Development, the Department of Natural Resources and the Environment, and the Quang Nam Association of Forestry Enterprises. The plan includes a range of activities, including the establishment of protected areas, the promotion of sustainable forest management practices, and the implementation of forest carbon stock enhancement activities. The plan also includes a monitoring and evaluation framework, which will track progress towards the plan's objectives and identify areas for improvement. The implementation of the Quang Nam Provincial REDD+ Action Plan has the potential to make a significant contribution to the reduction of greenhouse gas emissions from deforestation and forest degradation in Vietnam. The plan's focus on sustainable forest management and forest carbon stock enhancement will help to promote the long-term health and productivity of the province's forests, while also providing benefits to local communities and the environment. The plan's emphasis on environmental and social co-benefits and risks will help to ensure that the implementation of the plan is socially and environmentally sustainable. The plan's institutional arrangements for the implementation of safeguards will provide a framework for the identification and mitigation of potential risks, and will help to ensure that the plan's objectives are achieved in a responsible and sustainable manner. The plan's budget of approximately $10 million will provide the necessary resources for the implementation of the plan's activities, including the establishment of protected areas, the promotion of sustainable forest management practices, and the implementation of forest carbon stock enhancement activities. The plan's implementation will be led by the Provincial Peoples' Committee, with the support of various departments and organizations, including the Department of Agriculture and Rural Development, the Department of Natural Resources and the Environment, and the Quang Nam Association of Forestry Enterprises.
