Abstract
The project, which began in 2013, is implemented by CDM International Inc. under Task Order No. 03 of the USAID Global A&E IQC. Key accomplishments during the October-December 2013 quarter include the extension of the bid validity period for the Pump Station Mechanical/Electrical Works (Contract 02) at Dakawa, and the preparation of final bidding documents for the 2,000-ha I&D Rehabilitation (Contract 04) and 500-ha Expansion (Contract 05) at Dakawa. Additionally, designs and environmental studies are in progress for the 620-ha Development (Contract 06) at Mgongola. The project has faced several challenges, including the unresolved issue of procurement and funding mechanisms for the various construction contracts. The project has provided a revamped Environmental Assessment (EA) that addresses USAID concerns, but delays in approval are eroding the confidence of Government of Tanzania stakeholders that the work will proceed. Implementation progress and planned activities for the next quarter include awarding the contract for the Pump Station Mechanical/Electrical Works at Dakawa, and commencing bidding for the Advance Works (Contract 03) and 2,000-ha I&D Rehabilitation (Contract 04) at Dakawa. The project also plans to complete bid documents for the 500-ha Expansion (Contract 05) at Dakawa and submit the draft EA/EIA for the Dakawa expansion. Capacity building and collaboration with other Feed the Future projects are ongoing, with a focus on institutional capacity building and collaboration with other FTF projects. Environmental and monitoring and evaluation issues are also being addressed, with a focus on ensuring that the project's activities are environmentally sustainable and that progress is being monitored and evaluated effectively. Financial summary for the quarter includes a summary of quarter invoicing and financial status, with a total of $X million invoiced and $Y million remaining in the project budget. The project's implementation schedule and work programme are outlined in Annex A, and a summary of project activities is provided in Table 1.1.
